Circular bar plot using angle and distance

I'm trying to plot the attached worksheet in a circular bar plot, using the angle and distances of passes.   I have attached an example of what I am trying to get to.      timestamp minute ...

This looks like a coxcomb chart which was invented by Florence Nightingale 

The invention of the Coxcomb chart is attributed to Florence Nightingale, a nurse during the Crimean War.

I know we can make this with Tableau but I doubt if we can make this with Power BI ...
