    You could use a measure like this in the chart.

     

    Overtime Employees = COUNTROWS(FILTER(DISTINCT(Table[employee]),[Total Hour] >= 40))

Thanks, amitchandak, but that new measure still doesn't work on the chart.  It works on the table visual, though.
