Chart title conditional format

HI,

 

In our dashboard we are having a column chart visual showing the month wise target vs actual sales,  we would like to conditional format the chart title so that when we click on a month if the sales actual is above target value then the chart title should turn green and sales actual is same as target value then amber and of course if sales actual is below taget value then red.

Request your guidance on how to make this happen
