Can't open .pbit - "File is encrypted or corrupted" message

Hi, having issues opening a pbit file. Running the latest powerbi (diagnostic info below). Other templates and reports work fine, just this one that I've not been able to open (I didn't author it). 

 

Read other posts here and none of the proporsed solutions (disabling preview features, unlocking file, clearing appdata folder, reinstalling) seems to make a difference.

    Would you pls check with the owner which desktop version does he/she use to create the pbit file,is it possible for he /she to restore it with a latest version?

      Can't open my Powerbi dashboard file which is axtra ted from 3 Excel files, I'm receiving this message "Can't open pbi file, either its encrypted or corrupted. Please help.

      I have downloaded the latest update and still receiving the same message and i also repaired all the used files and still facing the same issue.
