Refresh the Dataset
- Navigate to the dataset in the Power BI Service.
- Try refreshing the dataset manually. If the refresh fails, review the error message for more details.
- Ensure the data source credentials are correct:
- Go to the Settings for the dataset.
- Re-enter credentials under Data Source Credentials.
3. Validate Permissions
- Ensure you have access to both the report and the underlying dataset.
- Check the permissions for the workspace where the dataset resides.
4. Test in Power BI Desktop
- Download the
.pbixfile from the service if possible. - Open it in Power BI Desktop and verify if the model loads properly.
- If you see errors in Desktop, investigate the data source connections and fix any issues.
5. Monitor Capacity Usage (For Premium Capacity)
- If you are using Premium Capacity, check the capacity utilization metrics in the Admin Portal.
- If the capacity is overloaded, consider optimizing the dataset or increasing the capacity.
6. Check for Unsupported Features
- Verify if the dataset uses features such as DirectQuery, composite models, or unsupported custom visuals that might not work in the service.
7. Rebuild the Dataset
- If the dataset is corrupted or cannot be loaded in Power BI Desktop, try recreating it by importing the source data into a new file.
8. Contact Microsoft Support
- If none of the above steps resolve the issue, you may need to contact Microsoft Support. Provide them with the Activity ID, Correlation ID, and Request ID included in the error message.

I am working from the Fabric environment (https://app.powerbi.com/). That is, I am loading the Semantic model from the Power BI (Pick a semantic model to use in your report).
The below error should provide a very useful information, but I do not know how to deal with it.
- Underlying ErrorCapacity operation failed with error code CannotRetrieveModelException
- AnonymousNot applicable
Hi Anonymous ,
You can try go to sql end point setting and turned on the sync to default semantic model.
Solved: Capacity operation failed with error code CannotRe... - Microsoft Fabric Community
I would also like to ask where your Tenant Cluster is located? I found a known issue with the same error as yours, but it only exists in the US SOUTH CENTRAL Tenant Cluster and it has not been fixed yet.
