you can try to create a new column

alloc = CALCULATE(AVERAGE('Table'[Alloc Pct]),ALLEXCEPT('Table','Table'[Proj],'Table'[Emp],'Table'[Dept]))/CALCULATE(COUNT('Table'[Alloc Pct]),ALLEXCEPT('Table','Table'[Proj],'Table'[Emp],'Table'[Dept]))

then you can display the table visual directly.
