    Hi xariet 

    Try :

    average over years =
    CALCULATE(
        AVERAGE('table'[Sum]),
        ALLEXCEPT('table', 'table'[Country])
    )

    Thank you Ritaf1983 , but using your formula I still get incorrect numbers
