Add multiple Reference Layer to ArcGIS Map

Hi Community, 

 

In the old versions you can add multiple reference layers but the current one accepts only one reference layer.

If I add more than one reference layer, the previous added dissappears. Is this a limitation ?

 

Appreciate any help.

Here first layer NSW secondary school is added.  Next if I want to add hospitals , the school dissappears.
