Create a column with concatenated values and then these slicers should automatically filter those

Which visual's legend do you want to use the measure on?  To my knowledge, the legend in a visual only accepts a column field rather than a measure field. If you want to add a measure to a legend, this seems not possible. 

 

Which visual do you hope to use? What is the expected result? Perhaps there is other solution or workaround to get the same result.
