ADF not connecting Azure SQL

Hi there,  I'm trying to connect ADF linked service to Azure SQL DB using service principle so i dont need to use userid or password. However i think im missing something. I think there could be VNE...

im super confused. the below private end point approval error states im requesting access from different tenant id. which im not. There is only 1 subscription which has different RG, and Azure SQL and ADF are under the same subscription.
