RSL and teams channel

I have developed a pbix that I have tried RSL based on a userprincipalname() which exists on a Teams Channel file. I am an owner of both my workspace and channel.  The users still can't view the data at all but get the RSL error.  When I view the RSL in desktop as the user, I have no issue.

 

Here is what I have tried: 1.  Created open access within our organization sharepoint list and tried both username() and userprincipalname().  2. Members only Sharepoint excel file that was linked to an excel file with both username() and userprincipalname(). 3.Teams channel file excel with both username() and userprincipalname().

Does the workspace in Power BI require a premium diamond site?  Anything else that I can try?

      I have created an excel and I am using it for my RLS and it is filtering.  The new challenge is that the file is located on a teams channel.  Everyone on the excel is listed as a member of the channel however, my report will  not refresh when scheduled.  Is there a setting or permissions that need to be adjusted?
