    The BaseUrl should be "https://api.powerbi.com/beta/myorg/"

     

    As to the acccessLevel, it depends. When embedding a dataset to create reports, it is

    {
  "accessLevel": "Create",
  "datasetId": "youdatasetID",
  "allowSaveAs": true
}

    When embedding a report or dashboard, use

     

    {
  "accessLevel": "View"
}
