I would suggest you debug it using a network packet capture tool. I used the Fiddler. You can choose one according to the policy.
How did you add the whitelist? The domain name with wildcard or the whole URLs?
Just refer to get a token, I captured the hosts that the getting token process could use. Please refer to the snapshot below.
