Power BI Embedded Pricing || Users Count

There is no fixed "maximum user limit" for Power BI Embedded A1 capacity. This is the crucial point that often causes confusion.
Instead, the A1 capacity provides a certain amount of computational power (1 vCore and typically 3 GB of RAM for the dataset in memory). The number of users it can support concurrently and effectively depends entirely on:
- Report Complexity:
- Number of visuals on a page.
- Complexity of DAX measures.
- Number of tables and relationships in your data model.
- Use of RLS (Row-Level Security), which can add overhead
My advise would be to Start with A1 for Testing: It's reasonable to start with an A1 for initial testing and development. Power BI Embedded is "pay-as-you-go," so you can easily scale up or down.
