Power BI Embedded: Does scaling up or down cause a downtime?

Hi,

We are an ISV considering to embed Power BI into our solution via Power BI Embedded. As we are assuming a huge change in usage of the dashboard during the month, we would probably want to scale up or down the capacity during the month. On the other hand, there would be users across the world, so would prefer to not have any downtime, and have the system being able to handle some few requests around the clock.

  • If I scale up or down an embedded PBI capacity, is there a downtime of a few minutes like for Azure VMs?
  • Is there some load balancing like for VMs so that I could e.g. have an A1 capacity to cover basic loads running 24x7, and add a larger capacity to share the load for a few days a month?

    We found that all reports display errors if a user attempts to load them or change filters while the capacity is transitioning between tiers.  For us that amount of time is consistently about 90 seconds.  Microsoft Support confirmed that the errors should occur when the tier is changing.

      Is there any way around the 90 seconds downtime, like the load balancing aopproach I described in my first post?
