Looking for a heat map that clusters 'heat' by zip codes

Team!!

I'm developing my first ever PowerBI app (V2.1) and the requirement is to show English-Learner students in Jefferson County, Kentucky grouped by zip code.  I need a mapping solution that will show Jefferson County by zip code and evenly shade each zip based on their heat signature.  I've looked at Map Box a little but it says it's a "Pay as you go" solution, and I need something free.  I'm currently looking at ArcGIS and it has a true heat map that ignores zip codes and also a bubble/circle map that respects zip codes, but just uses various bubble sizes to show the population in each zip.

Are there any map solutions out there that will shade in zips evenly?  Below is a map of the counties of kentucky that are evently shaded as an example of what I'm looking for:

    HI puffster,

Perhaps you can try to add a table that stores 'zip code' to country mapping, then you can use this table as a bridge link to the raw table to design heat map visualizations.

Since I can't send you the pbix, here's a link to the question I started about my problem. It has screenshots and a link to the json file I'm using.  I feel like it must not like the json file for some reason...

  • After much research I ended up using Shape Map which is already included in powerBI.  It's a Preview Feature however, so you may have to go to Options --> Preview Features and "pull it in" to see it in your list of visualizations.
