interactions work only in one direction

why interaction work only in one direction? Same code in other pbix file work like expected, but here not work, why?       https://filebin.net/ztvpt1wsr9k8rmif

In addition, have you turned off the interaction on the table visual.

    Please create a measure like this.

    Measure = 
CALCULATE(
    MAX([short]),
    FILTER(
        Category,
        [short] = [_categories]
    )
)
