    I've only used the pbi API via pbitools

    Fabric API have been mostly painless. No problems with TMDL, some funny edge cases with PBIR. If you stick with report.json and model.bim you should be fine

Power BI API only works with phix. Pbip can be deployed with fabric API or git integration. This can be on a P or F capacity, not tested with A sku but assume would still be fine. While the Fabric API have the Fabric name, they are not limited to Fabric, but instead are design to accommodate the idea of dealing with all the different item types that can be created in Fabric, and therefore are more abstracted that the Power BI ones
