You need either Power BI Embedded capacity (A1 to A6) or Power BI Premium (EM1 to P3). In both cases you need 1 Power BI Pro licesnse as well. For further information please visit https://powerbi.microsoft.com/en-us/blog/power-bi-developer-community-october-update/
