1. Create Role Level Security on your Power BI dataset and handle them in the Embedded - https://docs.microsoft.com/en-us/power-bi/developer/embedded/embedded-row-level-security
2. We dont have API to edit the report but you can export the report - https://docs.microsoft.com/en-us/rest/api/power-bi/reports/export-to-file-in-group
