    Hi py1029,

    You can try If function to show different results in Case1 and Case2.

    For reference: IF

    Achievement = 
VAR _CASE1 =
    DIVIDE ( 'Table'[Actual], 'Table'[Target] )
VAR _CASE2 =
    DIVIDE (
        'Table'[Excellence] - 'Table'[Actual] + 'Table'[Threshold],
        'Table'[Target]
    )
RETURN
    IF ( 'Table'[Excellence] > 'Table'[Threshold], _CASE1, _CASE2 )

    Result:
