Why Date dimensions table not working with measures
Whenever i try to put the Field
"Total Patient " = CountRows('Hospital ER')
With the month in matrix or line chart unable to show valus only the total

Based on your information, I create tables:

I think your error is due to an error of the Date type in your Hospital ER table, and I get the same error as you when my type is Text instead of the Date type.
If I correct it to type Date, then he will display correctly, here is my preview
