   SELECTEDVALUE([FieldB]),
   ">", IF([FieldA]>[FieldC],1,0),
   "<", IF([FieldA]<[FieldC],1,0),
   ">=", IF([FieldA]>=[FieldC],1,0),
   "<=", IF([FieldA]<=[FieldC],1,0)
)

I really have never seen this anytime in any report so I would say it is not possible to transform a text field into an operator.
