Measure written:

Count = COUNT('Stack Tags'[Service])
Rank = IF(HASONEVALUE('Stack Tags'[Service]),
    RANKX(ALL('Stack Tags'[Service]),[Count],,DESC,Dense)
)
Total count = CALCULATE([Count],FILTER(ALL('Stack Tags'),'Stack Tags'[Rank]<=5))
