SUMX with two filters

Try the following:

Count1 = CALCULATE (

                                      SUMX(vm1, [Count]),

                                      FILTER(

                                                  vm1, vm1[checkdate] = 1 && vm1[FinishedDate] = BLANK( )

                                                 )

                                    )
