SAMEPERIODLASTYEAR not matching

I have a matrix visual with that has the most recent three years as columns and within rows I have location type, location and fiscal month.

I'm running into a problem with calculations using SAMEPERIODLASTYEAR not equaling the previous value.

Does anyone have suggestions on how best to correct this?
