    Try this:

     

     

    Graphs =
SWITCH (
    TRUE (),
    [Vulnerable (Yes/No/Not Assessed)] = "NOT ASSESSED", "NOT ASSESSED",
    [Vulnerable (Yes/No/Not Assessed)] = "YES"
        || [Vulnerable (Yes/No/Not Assessed)] = "NO", "ASSESSED"
)

     

    or 

     

    Graphs =
IF (
    [Vulnerable (Yes/No/Not Assessed)] = "NOT ASSESSED",
    "NOT ASSESSED",
    "ASSESSED"
)
