    Try this.

    Measure = 
VAR _a = MIN('Calendar'[Date])
var _b = EOMONTH(_a,0)
RETURN 
CALCULATE(
    DISTINCTCOUNT(Payroll[CNIC ]),
    FILTER(ALL(Payroll),[Firsthiringdate] >= _a && 'Payroll'[Firsthiringdate] <= _b)
)
