Divide one Row by another

Hello, I'd like to create a Measure to divide one specific Row by another Row across all columns (except "site" and "date"). 

Example in my table (picture attached) How can I divide "TOTAL VOLUME HANDLED" by "3020 S.O.P. - PACKAGED" across all columns?  Thanks in advance.
