    This is the calculation am using for this 

    SevVols = ([Escort Bookings]+[ICM Incidents])/(distinctcount('Work Items'[IncidentID]))
    Escort Bookings and ICM Incidents are count of items, for example 
    Escort Bookings and ICM Incidents = 20 
    IncidentID is distinctcount of number of actual incidents = 35
