DAX help filtering visuals

Hi, Im little rusty with DAX and need some help here. All data is from one fact table except dates are from dimDate

So I have table with Status Color/Status Reason and I want click on it to filter below table. So Budget is tied to RED status and its filtering the table. Now I want to measure that will ignore that help me show KPIs (rows in table) only the one with Budget Reason but if they had diffrent values in previosus or next periods I want to see also this value.
