    Hi anwargabr ,

    Please try to change the measure.

    Measure = var _1=CALCULATE(MAX('Table'[From]),FILTER(ALL('Table'),'Table'[Index]=SELECTEDVALUE('Table'[Index])-1))

return 
IF(MAX('Table'[From])=SELECTEDVALUE('Table'[issue date]),BLANK(),DATEDIFF(_1,MAX('Table'[From]),DAY))

    If it does not help, please provide more details with your desired output and pbix file without privacy information (or some sample data) .
