    You can create a calculated column like

    Multiple service orders in a contract =
VAR NumOrders =
    CALCULATE (
        COUNTROWS ( 'Table' ),
        ALLEXCEPT (
            'Table',
            'Table'[Serial #],
            'Table'[Contract start date],
            'Table'[Contract end date]
        )
    )
VAR Result =
    IF ( NumOrders > 1, "Yes", "No" )
RETURN
    Result
