Try this:

Measure = 
Var _M = CALCULATE(max('Table'[Rank]),all('Table'))
Var _A = CALCULATE(sum('Table'[Amount]),filter(all('Table'),'Table'[Rank]>=max('Table'[Rank])))
return
if(MAX('Table'[Rank])=_M,BLANK(),_A)
