    Measure:

     

    Value T1 = CONCATENATEX('Table 2', [Value], ",")
    Value T2 = CONCATENATEX('Table 3', [Value], ",")

     

     

    Table:

     

    Table =
SUMMARIZE (
    'Table 1',
    'Table 1'[Identifier],
    "Value T1", CONCATENATEX ( 'Table 2', [Value], "," ),
    "Value T2", CONCATENATEX ( 'Table 3', [Value], "," )
)

     

    Is this the result you expect?
