Countifs logic

Hi All, 

checked multiple logics in the forum but still unable to code. 

In excel:

Counting rows in a column in sheet 2( where 3 conditions are satisfied from another sheet(Report file ID)), same data has been fetched and I am unable to find an alternative to countif for calculating the number of rows based on 3 conditions.  

Please note: I have multiple values in each column and there is no range.
