    A text string inside quotes is never blank.

     

    I think you intend to write something more like this:

    Column2 =
IF (
    SELECTEDVALUE ( Auswertungen[Basisinfo:HatKontroverse] ) <> BLANK (),
    "https://www.dropbox.com/s/[...]"
)
