      If you want a measure then it'll need to create the equivalent of the Table.Distinct(Source) table on the fly.

       

      Average Measure =
      AVERAGEX(
      SUMMARIZE('Table', 'Table'[Course name], 'Table'[user ID], 'Table'[Start finish duration]),
      'Table'[Start finish duration]
      )
