Am I using CONCATENATE Wrong?

Hi there,

I'm trying to make a measure that takes the number from a field(it is a phone number), dropping the leading number (usually a 0) and then concatenate "353" onto the beginning. For example 0871234567 becomes 353871234567.

The main problem is that I can't seem to figure out why concatenate won't see the fields in the table in its scope.

I've tried various forms of CONCATENATE("353", RIGHT(Table[PhoneNumber], LEN(Table[PhoneNumber])-1)) but it doesn't recognise any of the fields from the table. Pretty sure I'm making a stupid mistake somewhere?
