Advocate IAdmin Settings Toggle to disable real-time hub

If you are trying to disable this button here, then I'm sorry, there really is no way to disable that button at this time:However, if you are trying to disable the creation of Fabric features such as Real-Time intelligence, Data Activator, etc. in it, this can be turned off. Please contact an administrator role such as Global Administrator in your organization and ask them to disable these features in Admin Portal > Tenant setting for the organization members who don't need these features.
