How can run JS code in power bi?
Can it be run in custom visuals? or just with API ?

I don't have an azure account to use JavaScript API. I don't know where to enter and run the js code.

Is it possible to run in custom visual D3.js js code?
Yes. All visuals (not just the custom ones) run on a version of D3js.
