PowerBI Matrix - Unable to do some conditional formats on values

I am trying to do conditional formatting on a matrix.    Its not just based on a value (like high or low), it's comparing values from the same table column [formatted value].  And not all rows have...

    I would create a Rules table for that

     

    and then apply those rules in the font color conditional formatting

yes. possible - just don't try to do that with the formatted text.  Have a separate measure that produces the font color based on the actual data and your rules.  You will need to materialize your measures to compare them.
