Join table based on the last hit in Power BI

It's unclear on when step you want to see this data.
Should dataset be with the only latest record or you want that your visual shows the latest record despite dataset contains all the records?
If you want to build such dataset, it would be better to ask in the appropriate thread.
However, if your question is regarding a visual so, please clarify the target visual.
