Can you use a tooltip in a table to display description

Is there a way to show additional data in a table for one field IF the field has conditional formatting to display a YES or NO?  

In the screenshot below, the Go to Green plan would have either a Yes or No displayed.  The Yes, when clicked on or hovered over would display data pertaining to that project.  Is this possible through tooltips?
