How do I post a new message?

In this forum (Community Feedback) there was a New Message button at the top of the page.  However, if I go to any other forum, there's no button and no obvious way to post a new message. 

 

How do I do it?

    Never mind, I finally figure it out.

     

    I'm slow, but I can be taught.

    I arrived here with the same issue, was happy that there was a solution and then was disappointed that the solution was not shown.  
    Rollercoaster of emotions.

        The fact that I have been searching for 15 minutes to figure out how to simply post a new question on this site is hilarious.  Can somebody please just post a link?

      I have mentioned one table and  what i want , it's like FIFO concept 

      1. i have some of Items and amounts and publiction, so i want to show payments as publication wise .

       

      Please let me know if you have solution
