Paginated Reports
Hi fabricpribeiro,
If the paginated report is connected to a Power BI semantic model that has RLS configured, the RLS rules are applied when users access the report. Users should only see the data they are authorized to view through the semantic model security. Regarding the country parameter, I would view that as a report filter rather than a security mechanism. If the intention is to restrict access by country, it's generally better to enforce that through RLS in the semantic model and use the parameter only for filtering or user convenience.
For the export-to-Excel scenario, one consideration is that once data is exported and emailed, it is outside Power BI's security boundaries. If possible, allowing users to access the report directly in the Power BI Service, or using subscriptions that respect dataset security, provides stronger governance and control. So My recommendation would be-
- Use RLS in the Sementic model as the primary security layer.
- Use country parameters only as filter, not as security controls
- Where practical, have users consume the report in Power BI rather than distributing Excel extracts by email.
