Fabric setup is a nightmare
- I fixed it. Could not get the free Azure credits. Azure says my account is not eligible for a free trial for some reason.I had to create a Pay-as-you-go subscription and then create a fabric F2 instead. I guess will have to be extra cautious to not leave the capacity running when not using it but it atleast allows me to move forward for the cert.Thanks again for your help.

Hi sohaibfurqan,
I can understand your frustration — what you’re hitting is a Fabric trial provisioning issue. The error usually appears if:
Your tenant already has a Power BI Pro trial active, or
Self-service trial creation is disabled in your M365 settings, or
The account you’re using isn’t a Global Admin in the tenant. (For a free/new tenant, make sure the account you created is indeed the Global Admin.)
Here are a few things to try:
In the M365 Admin Center → Org Settings → Services → Trials, confirm that self-service trials are enabled.
From app.powerbi.com, go to Workspaces → Start Fabric Trial — this should spin up an F64 trial capacity for you.
Then, in the Admin Portal → Capacity settings, check that the Fabric trial capacity exists and assign your workspace to it.
If your Microsoft 365 tenant or account was just created, it can take up to 24–48 hours for backend services (Power BI, Fabric, licensing) to fully propagate. In my own case, it took about 72 hours before the trial was available — it may have resolved earlier, but I only checked later.
So you don’t need to wait longer — it’s usually a short provisioning delay for new tenants. Just make sure your free account is the Global Admin for the tenant, otherwise provisioning won’t complete.

Totally get it, Shahed. Here's the short version:
- Fabric setup fails often due to tenant/license mismatch, region issues, or missing admin permissions.
- Azure alone won’t activate Fabric—you need Power BI + Microsoft 365 admin access with Fabric features enabled.
- Use app.fabric.microsoft.com to check if Fabric loads.
- For cert prep, use Microsoft Learn sandbox—no setup needed.
