Fabric Data Agent in Copilot
Let me start with noting we use the Copilot free basic version.
I've created a data agent in a Fabric workspace. I can ask it questions in Fabric and get answers.
I can see the data agent in my Copilot. Initially, I got an error when asking it a question in Copilot. After publishing the data agent from Fabric, I can ask and get answers in Copilot.
I'm trying to add a coworker to have access and visibility to the data agent in Copilot.
I gave her viewer access to the workspace and shared the agent with her. She can ask questions and get answers in Fabric.
She cannot see the agent in Copilot. I've tried publishing it again and turned on the toggle for Publish to Microsoft Store. That did not work. When I go back to publish, the toggle is off again.
When I go to 365 Admin center, it does not show a date for last publish. I cannot see who I've shared the agent with whether in Fabric or the 365 Admin Center.
Any ideas on what I can try tomorrow?
- Hi TCavins ,
Did you share the Data Agent with her through Microsoft 365 Copilot? Sharing it only in Fabric allows access in Fabric, but for it to appear in Copilot, it must also be published/shared for M365 Copilot and the user must have the required Copilot/Data Agent permissions.

Asmita_27 , thank you for responding!
Yes, I shared it within Fabric only. How can I publish/share it for M365 Copilot and set permissions for the user?
I've tried a few times when publishing to toggle on the Publish to Microsoft Store. I figured this would make it visible to her. However, each time I go back in to re-publish, the toggle button is off. Is there a tenant setting possibly I need to alter for agents to be in the store? - TCavinsHelper V
I found the Share button directly in Copilot. My test user was able to Add it from the ink and it now shows up in Copilot and they can interact with it.
Final question, how can I get it so users can add it on their own and I don't have to manually share it out each time?- Asmita_27Advocate IV
Hi TCavins ,
If the "Publish to Microsoft Store" toggle keeps turning off, it's likely a tenant-level setting or permission is preventing the agent from being published for discovery in M365 Copilot.
I'd recommend checking with your Microsoft 365 admin to verify that custom Copilot agents are allowed for publishing and discovery, and that users have the required Copilot licensing and access permissions.
Once the agent is successfully published to the Copilot catalog, users should be able to find and add it themselves instead of requiring individual shares.
