Fabric - Copilot vs B2B
Hello michaelgambling
- Copilot is tenent bounded one. Even though , if your B2B users/guest user has their own Power BI PRO license, the Co-pilot is will work only for your home tenent. So, Co-pilot is consiidered as a premium AI features componenet and it requires that the user should be member of the resource tenant with eligible Co-pilot rights. Guest accounts don’t inherit this.
- As of now , Co-pilot in MST Fabric or Power BI is not supported for B2B guesst users, even if they have contributor rights and their own PBI Pro license. Distribute Power BI Content to External Guest Users with Microsoft Entra B2B - Microsoft Fabric | Microsoft Learn in this documentatin not mentioned any where ZCo-pilotm will support for B2B users.
- Co-pilot enablement will not abe available for Guest suers ior B2B users. Few Data engineering work loads also we have right as admin to block them
- So when you will talk with client , you can frame that Co-pilot is internal feature and that can be used with in the same tenent not in other tenet as B2B users.
Please let me knwo if it helps you

I understand your frustration with Copilot not being available to B2B guest users, even when they have their own Pro licenses and are accessing a Fabric F2 capacity. This is a known limitation where certain premium features, including Copilot, don't always propagate correctly across tenant boundaries in the B2B model.
From my experience, these cross-tenant scenarios can create gaps in feature access, and it often requires specific tenant-level settings or different licensing approaches that Microsoft may reserve for internal users. You might need to explore if the guest's home tenant needs a specific Copilot-enabled subscription or if there's a Fabric policy blocking it.
If you're looking for an alternative way to embed AI-powered Q&A directly into dashboards for external users without these licensing hurdles, you might find our project PowerMind interesting. It's built to work inside Power BI reports regardless of user license type. There's a quick demo on LinkedIn if you want to see it in action.
