It's throwing error bcz, you are creating a measure instead of Calculated column. I replicated yoru scenario. getting the same error.
Now You can click on New column
Then you can enter your DAX code and now there is no error
Now I have column created as Year. pls have a look below

Post Patronyes, thank you very much, I just find out the issue too... too many things in PBI, sometime confused over Column or Measure 🙂
